Documents required for vehicle re-registration in 2023
Vehicles that have already been registered and those that have already been deregistered must be re-registered. This is the last step when buying a car, which is the right of ownership. You can re-register a vehicle in every city of Ukraine without being tied to your place of residence.
What documents are needed to re-register a car:
- Passport and TIN of the buyer and the seller of the car;
- Receipts confirming payment for administrative services;
- Application;
- Documents confirming the legality of the purchase, import, receipt, and customs clearance of the vehicle.

What documents are required to re-register a car brought from abroad?
- Purchase and sale agreement;
- Customs declaration;
- Transit numbers;

New rules for car registration in 2023
First of all, I would like to note that the procedure for re-registration this year, if not simplified, has definitely become cheaper. Since 2021, the “Certificate of Account” has been canceled, according to which it was necessary to pay 1% of the cost of the car. Mandatory fees for the pension fund and all kinds of personal income taxes were also canceled.
Other innovations:
- The amount of state duty paid on notarized certificates has been reduced;
- When selling a vehicle, it will no longer be deregistered, but immediately re-registered to the buyer;
- License plates can be left to the new owner;
- Research/examination and accurate car valuation are now optional, not mandatory.
- The following payments remain mandatory: payment for the technical passport, license plates, certain expertise and service center services, if required.

Of course, everyone is concerned about the question: how much does it cost to re-register a car in Ukraine this year? It is very important to know how much and for what you need to pay:

The procedure for re-registration of a car under a general power of attorney
The price of car registration does not include banking services.
Today, you can re-register a car under a general power of attorney, because the usual power of attorney used before has already lost its validity.
A general power of attorney is a document that states the owner’s permission for another person to use the vehicle. This document is very important if, for example, you need to re-register a car after the owner’s death.
Ukraine has a law that makes this possible. You will not be able to draw up a power of attorney on your own – you need to have it certified by a notary who will competently draw up the document and allow you to legally sell the vehicle with his signature.
A general power of attorney gives the right to:
- Drive the vehicle;
- Pass technical inspection;
- Receive and sign documents related to the vehicle;
- Represent the interests of the car owner in insurance companies, various service stations, service centers, etc.
Re-registration by power of attorney: all possible pitfalls:
- Problems with insurance if the document does not contain a clause stating the declaration of receipt of funds;
- A general power of attorney does not give full ownership of the car;
- The owner also has the right to cancel the general power of attorney and return the vehicle.
Registration of a new car
When you buy a new vehicle at a car dealership, you not only insure yourself against hidden defects in the car, but also get a reliable and transparent procedure for re-registering your car. It’s best to do this at the beginning or end of the year, when showrooms offer discounts due to the need to make room for new models. In addition to the discount, you can get some accessories or other bonuses offered by the dealership as a gift.
First of all, it is important to read the contract of future purchase/sale and pay close attention to all the points of exact modification and check the vehicle equipment.
Also, before signing the contract, check the details of the advance payment and the delivery time of the car. Keep in mind that once the contract has been signed, it will be difficult to prove any discrepancies, so make sure the car is in good working order and that it is working properly, and you need to make sure that the equipment is as specified and that the paintwork is in good condition.
After the contract is executed and signed, you need to go through the vehicle registration procedure. You will need the following documents:
- Passport and TIN;
- A legally competently executed contract with all seals;
- Receipts.
Within a few hours, the new owner will be issued license plates and a registration certificate. The cost of re-registering a car from a car dealership depends on the total cost (no more than 5%). On top of that, you need to pay for all the services of the MIA service center (UAH 525.47 for vehicles made in Ukraine and UAH 562.99 for imported ones). These prices do not include the cost of bank fees.
How to deregister a car?
In 2023, you will no longer need to deregister your car to sell it. This new rule came into force at the beginning of the year and greatly simplified the purchase/sale procedure. Now, instead of deregistering a vehicle upon sale and re-registering it upon purchase, you only need to re-register it to the new owner.
The only procedure that requires deregistration of a car is its utilization. And there is nothing complicated here: you apply to the service center of the Ministry of Internal Affairs with a certain package of documents, which includes a passport, TIN, a purchase/sale agreement (or a gift), as well as receipts for payment for services, and then you will be deregistered.
How can I keep the old license plate for a new car?
As of today, there is no law that prohibits leaving an old license plate for a new vehicle. However, the license plate that you keep must be registered at the service center of the Ministry of Internal Affairs. You also need to do this when using the number for a new car.
In 2023, after buying a car or other vehicle, it became possible to keep the same license plates that were used by the previous owner. This also facilitates the already troublesome procedure of re-registering a vehicle when buying/selling it.

How to re-register a vehicle after the owner’s death?
After the owner of the car has died, it is necessary to identify the heirs who must contact a notary to draw up a will. This must be done within six months after the owner’s death. After that, the notary draws up a document stating the ownership of the vehicle.
As soon as the heir or several persons take ownership, you can start the procedure of re-registering the car in your name. If there are several owners, you need to agree among themselves in whose name the car will be registered. After that, you need to contact the service center of the Ministry of Internal Affairs with the necessary documents:
- Passport and TIN;
- Title of ownership signed by a notary;
- Registration certificate in the name of the former owner;
- Death certificate;
- Receipts for payment of services.
